Eligibility Requirements
Your household income should be no greater than 150% of the federal poverty level
- All households served must be income eligible
- Reside within one of the 18 counties of the WTO, I CEAP service area.
- Priority is given to households with elderly, persons with disabilities, family’s with young children, households with high energy burden.

The Comprehensive Energy Assistance Program (CEAP) is a utility assistance program. CEAP is designed to assist low income households in meeting their immediate energy needs and to encourage consumers to control energy costs for years to come through energy education.
