Head Start is a comprehensive child development program which serves children from birth to five years. The overall goal of the program is to increase the social competence of young children. Social competence takes into account the interrelation of social, emotional, cognitive and physical development. Specific areas of service are: Health services, Education services and Nutrition services.

Health services provide comprehensive health services to children. This includes physical and dental examinations with completion of follow-up services as need indicates.

Education services provide the children with a productive learning environment which supports the social, physical, and cognitive development of the children.

Services for families assist in identifying strengths, needs and interests and offer support and assistance in locating community resources to meet specific goals. The program assists parents in their role as primary educators and nurturers of their children.

Nutrition services identify nutritional needs, provide children with breakfast, lunch and snacks. Head Start also offers families assistance with nutrition and food safety education. Head Start also recruits and provides services for children with disabilitie.

WTO, I provides Head Start to children ages 3-5 in nine cites. The hours of service varies from 7:30 A.M. to 5:00 P.M. and the program operates the same days as the local school in each city.
